The Declarant
Our declarations are authored by a former Diputado of the Venezuelan Congress with twenty years of consecutive legislative service (1979–1999), including five legislative sessions as President of the Congressional Comptroller Committee and three sessions as President of the Foreign Policy Committee.
The declarant also served as President of the Andean Parliament (1993–1995), is the published author of multiple scholarly works on Venezuelan corruption, democratic institutions, and governance. The declarant is a naturalized United States citizen, currently holds Vice Presidential leadership in a Florida-registered Venezuelan diaspora civil society organization focused on impunity in Venezuela, and maintains continuous engagement with current conditions inside the country.
